Process of Constitutional Amendment
According to Article V of the Constitution, an amendment must either be proposed by Congress with a two-thirds majority or by a constitutional convention called by Congress at the request of two-thirds of the states.
Two-Step Process

1.An amendment is proposed by either Congress or a constitutional convention.
2.The proposed amendment must be ratified by three-fourths of the states.
